Delaware State Police Arrest Lincoln, Delaware Man for Felony Weapons Offenses following Officer-Involved Shooting

A Delaware State Trooper fired a single shot at an armed man after responding to a domestic dispute call Sunday evening. No one was injured in the shooting and the man is in custody.

On August 6, 2023, at approximately 8 p.m., troopers responded to the 20000 block of Johnson Road in Lincoln following a 911 call reporting a domestic dispute involving Kenneth Fisher, 49, who witnesses said was armed with a handgun. As troopers arrived, Fisher was running down Johnson Road. To avoid being caught, he changed directions and continued running. The troopers commanded Fisher to stop and display his hands. However, Fisher reached into his waistband, prompting the trooper to fire one shot that missed him. Fisher then threw down a handgun and surrendered. Fisher was taken into custody, and a revolver was recovered. A home was found to have been struck by a bullet, but there were no injuries. Fisher was transported to Troop 7, where he was charged with the following crimes:

  • Possession of a Firearm by a Person Prohibited (Felony)
  • Carrying a Concealed Deadly Weapon (Felony)
  • Resisting Arrest

Fisher was arraigned by Justice of the Peace Court 3 and committed to Sussex Correctional Institution on a $21,000 cash bond.

The domestic incident is still being investigated and additional charges are pending. Per Delaware State Police standard operating procedures, the trooper who fired the round, a 6-year veteran of DSP, has been put on administrative leave. An investigation will be conducted regarding the use of force.
