Troopers Arrest Woman for Multiple Offenses Following Suspicious Person Investigation in Millsboro

Delaware State Police arrested 43-year-old Melissa Horton of Millsboro, Delaware, for multiple offenses following a suspicious person investigation that occurred in a Millsboro neighborhood early Saturday morning.

On May 18, 2024, at approximately 3:47 a.m., troopers responded to a residence on Devonshire Road in Millsboro for a report of a suspicious person wearing dark-colored clothing and a backpack looking into windows and possibly stealing mail. A responding trooper observed a person whose clothing matched the description for the suspect walking on Victoria’s Landing Road and conducted a stop. The trooper made contact with the woman, who proceeded to provide the trooper with multiple false identities. She was taken into custody without incident, and was ultimately positively identified as Melissa Horton. A subsequent search of Horton’s backpack led to the discovery of two clear plastic baggies containing approximately 5.01 grams of methamphetamine, and $2,090 in suspected drug dealing proceeds.

Horton was taken to Troop 4, where she was charged with the crimes listed below, arraigned by Justice of the Peace 7, and released on a $5,500 unsecured bond.

  • Criminal Impersonation
