WILMINGTON – The Wilmington Police Department has announced a series of promotions within its ranks following multiple recent retirements, according to an official statement from the department.

Captain Andrea Janvier has been promoted to the rank of Major and will now oversee Investigative Operations, which includes investigative and support divisions, as well as the Human Resources Division. Major Janvier was previously promoted to Captain in 2023 and served as the commanding officer of the Human Resources Division.

Major Anthony Bowers, who previously held the position of Major of Investigative Operations, has transitioned to the role of Major of Uniformed Operations. In this new capacity, he will oversee the Uniformed Services Division and Special Operations Division.

Lieutenant Arthur Gliem has been promoted to the rank of Captain and will be responsible for operations in Sector 3 of the Uniformed Services Division, covering communities west of I-95. Captain Matthew Rosaio, who previously held this position, will now lead the Human Resources Division as its commanding officer.

Additional promotions include Sergeant Steven Barnes, who has been elevated to the rank of Lieutenant, as well as Master Corporal James Tobin and Master Corporal Brianna Rodrigues, both of whom have been promoted to the rank of Sergeant.

“I am happy to announce these promotions and congratulate these dedicated members of our police department,” said Chief Wilfredo Campos.

“Whether members of our command staff or first-time supervisors, I am proud of the dedication of each of these members and wish them the best in their new roles.”

The promotions reflect the department’s ongoing commitment to strong leadership and effective public service. The Wilmington Police Department continues to adapt to organizational changes while maintaining its mission to serve and protect the community.
