Troopers Arrest Man for Gun and Drug Offenses Following Pursuit

The Delaware State Police arrested 32-year-old Hyneiff Jackson of Philadelphia, Pennsylvania, on numerous criminal charges following a vehicle and foot pursuit that took place yesterday afternoon in Newark.

On October 19, 2023, at approximately 4:24 p.m., troopers on patrol observed a silver Hyundai Tucson traveling southbound on Interstate-95 in the area of Basin Road in Newark. Troopers conducted a traffic stop after observing the Tucson commit multiple traffic violations and made contact with the driver, identified as Hyneiff Jackson. During the stop, Jackson refused verbal commands to exit the Tucson and fled southbound on I-95 at a high rate of speed. A vehicle pursuit ensued as the Tucson fled to the area of Ogletown Stanton Road, where it became disabled off the roadway. Jackson exited the Tucson while carrying a black bag and fled on foot as he continued to refuse verbal commands from troopers. After Troopers caught Jackson, he physically resisted being handcuffed and kept reaching for the black bag. Troopers were eventually able to place Jackson in handcuffs at which point the handle of a handgun was visible from the black bag.

A search of Jackson’s person and the black bag led to the discovery of a loaded handgun, several rounds of ammunition, one pill that tested positive as MDMA, and $3,117 in suspected drug dealing proceeds. A computer inquiry revealed Jackson is a convicted felon and is prohibited from possessing a firearm and/or ammunition. Additionally, Jackson has several active warrants and capiases for his arrest from Pennsylvania, Georgia, and New Jersey.

Jackson was taken to Troop 2 and charged with the following crimes:

  • Possession of a Firearm if Previously Convicted of a Violent Felony (Felony)
  • Possession of a Weapon by a Person Prohibited who also Possesses a Controlled Substance (Felony)
  • Possession of Ammunition by a Person Prohibited (Felony)
  • Carrying a Concealed Firearm (Felony)
  • Disregarding a Police Officer Signal (Felony)
  • Resisting Arrest
  • Possession of a Controlled or Counterfeit Substance
  • Multiple Traffic Offenses

Jackson was arraigned by Justice of the Peace Court 11 and committed to Howard R. Young Correctional Institution on a $49,000 cash bond.
