State Police Arrest Wilmington Man for Attempted Robbery in Newark

NEWARK, Del.Delaware State Police arrested a Wilmington man Monday afternoon on attempted robbery and related charges following an incident at a Newark shopping center.

45-year-old Victor Shipley of Wilmington, OIP 3Troopers responded about 3 p.m. Dec. 29 to Center Pointe Plaza, 1291 Churchmans Road, for a report of a suspicious person. Bystanders directed troopers to a man later identified as 45-year-old Victor Shipley of Wilmington, who was walking through the parking lot and placing personal items under a parked vehicle.

Investigators said Shipley approached a woman who was loading her vehicle and demanded money. The woman gave him an undisclosed amount of cash and entered the driver’s seat in an attempt to leave, police said.

According to authorities, Shipley entered the front passenger seat, demanded the woman perform a lewd act, took her car keys and refused to allow her to leave. A passerby who found the interaction suspicious contacted 911, police said.

Shipley eventually exited the vehicle and was taken into custody by responding troopers without incident. The woman sustained non-life-threatening injuries.

Shipley was transported to Troop 2, where he was charged, arraigned by Justice of the Peace Court 2 and committed to the Howard R. Young Correctional Institution on $56,000 cash bail.

He was charged with:

  • Attempted robbery in the first degree (felony)

  • Attempted sexual extortion (felony)

  • Unlawful imprisonment in the second degree
