Delaware State Police arrested 30-year-old Leticia Rodriguez and 29-year-old Danielle Serpe, both of Wilmington, Delaware, for organized retail theft following a series of shopliftings of cosmetic products from multiple stores throughout New Castle County over the last two months.
On June 20, 2024, at approximately 3:48 p.m., troopers responded to the Target located at 1050 Brandywine Parkway, Wilmington, for a report of two females shoplifting cosmetic products. Upon arriving, troopers were advised the suspects were at the bus stop, where they were both subsequently taken into custody without incident. A search of their person and property led to the discovery of various stolen cosmetic products. While in custody, both suspects initially provided fake names and dates of birth to troopers. The suspects were ultimately positively identified as Leticia Rodriguez and Danielle Serpe, and transported to Troop 1.
During the investigation, troopers linked Rodriguez and Serpe to additional shopliftings of a similar nature that occurred at multiple Walgreens and CVS locations throughout New Castle County between April 19, 2024, and May 29, 2024. In each shoplifting, an unknown female suspect concealed cosmetic products on her person and/or in bags and left the business without paying. Through investigative means, troopers identified Leticia Rodriguez as the suspect responsible for 7 shopliftings from multiple Walgreens and CVS locations in New Castle County. In 4 of the 7 shopliftings, Rodriguez shoplifted with a coconspirator, identified as Danielle Serpe. The shopliftings, which occurred mostly in May, totaled over $9,500 worth of stolen merchandise.
At Troop 1, Rodriguez and Serpe were charged with multiple crimes.
Rodriguez was charged with the crimes listed below, arraigned by Justice of the Peace Court 11, and committed to Delores J. Baylor Women’s Correctional Institution on a $27,550 secured bond.

- Conspiracy 2nd Degree (Felony)
- Shoplifting Under $1,500 – 6 counts
- Conspiracy 3rd Degree – 5 counts
- Criminal Trespass 2nd Degree

Serpe was charged with the crimes listed below, arraigned by Justice of the Peace Court 11, and committed to Delores J. Baylor Women’s Correctional Institution on a $10,500 secured bond.
- Theft – Organized Retail Crime Over $1,500 (Felony)
- Conspiracy 2nd Degree (Felony)
- Theft – Organized Retail Crime – 3 counts
- Shoplifting Under $1,500 – 4 counts
- Conspiracy 3rd Degree – 4 counts
- Criminal Impersonation
- Making a False Written Statement
