    The state’s 24th charter school celebrated the upcoming Sept. 3 with a ceremony Thursday morning. The Bryan Allen Stevenson School Of Excellence (BASSE) is located in Sussex County’s Georgetown, and after delaying its opening for a year due to low enrollment, the school is all set to operate for the 2024-2025 school year. RELATED: Bryan Allen Stevenson charter wins state OK; will open in 2023 RELATED: Low enrollment forces new Sussex charter to delay opening   “I’m very excited to welcome our students in the 2024 school year,” said BASSE’s Founding School Leader Chantalle Ashford. “The youth leaders from our summer program built a strong foundation for our school community. We will continue to build on their work throughout the year and next school year.” BASSE is building a pathway for leadership within Sussex County that starts with students, she said. Through proximate service-learning experiences and a personalized and rigorous academic curriculum, the school seeks to cultivate students’ commitment to stay engaged and dedicated to Sussex County. BASSE planted the seeds with students, families, staff and community, said Dr. Teresa Berry, board chair, and Thursday, that seed has blossomed. “The school will not just create the next Bryan Stevenson, but will usher in the next generation of Bryan Stevensons, fighting for a better tomorrow with the understanding that, in the words of Bryan Stevenson, ‘We all have a responsibility to create a just society’,” said Founder Alonna Berry. It will serve a little more than 200 students in grades six through eight, and will ultimately become a high school as well by adding a grade level each year with this inaugural group of students.  RELATED: New Sussex charter school boosts enrollment, set to open this fall Stevenson Charter will join Sussex Academy and Sussex Montessori Public Charter as the three charter schools in Sussex County.   • Caesar Rodney’s 5x state culinary winners win national title

    Just a few minutes of talking to the Caesar Rodney High School culinary team makes it clear why they are state champs for the fifth straight year and now winners of the 2024 National ProStart Invitational. The sense of family within the team mixed with a strong, experienced leader and a passion for the art of cooking brings the group together. “It was absolutely surreal; it was just such a great feeling,” said Zoe Rowe. “It was like everything we’ve been working towards all these months finally paid off, and I was like, ‘Oh my god, this is really happening,’ and it’s really rewarding to realize it was all worth it.” Caesar Rodney High School’s culinary team took home its fifth straight state title in the 11th Annual Delaware ProStart Student Invitational, which was hosted at the Chase Center in Wilmington.  The team finished second in 2023 and was the champion of the 2022 national competition – clearly, the school appears to be building a culinary dynasty that could mirror the ‘90s Bulls.  That team is made up of students. Melia Stamper, Shannon Powell, Ralph Figueroa, Carys Raber, Zoe Rowe and Grey Bendel. All the competing students are part of the three-year culinary pathway that will lead them all into a career within the field.  In what’s considered the “Top Chef” for high school cooks, the Caesar Rodney team served up hand-rolled pork dumplings, pepper-crusted steak Diane and a lemon meringue tart. The team also can’t prepare any dishes they had made in the previous four years of the competition.   “We built a whole menu basically from the ground up by kind of sampling off of recipes,” said Carys Raber.  It’s a trial and error process which was tweaked virtually every day, and Ralph Figueroa said creating the menu mimics the research and development process in other fields. “When we eat these dishes at the end of each practice, I’m always talking about how we’re not here to eat, we’re here to taste, and so we’re really hyper-critical,” said team supervisor and teacher, Chef Terri Senn. One team member might think the seasoning is a bit off, or something isn’t as sweet as it should be, so everyone contributes ideas as they practiced perfecting their three-course meal. The group put their creative caps on to try different plating and positioning methods, and they all showed appreciation for the art of cooking, which often gets overlooked. “It’s definitely an art form, there’s so many things that go into it like the composition of a plate, the colors contrasting with each other, the texture,” Rowe said. “Even the whitespace on the plate is just as important as what’s actually there. It’s so many little details that maybe we won’t really notice, but it definitely goes a long way into making it something that is nationally winning.” The team is in a small 10×10 “box” during the competition, and while it can be stressful, each member has their own duties that play on their individual strengths. Teams participating demonstrated their creative abilities and culinary skills through the preparation of a three-course meal in 60 minutes, using only two butane burners.  Stamper said communication under the clock is crucial, which is why the team members having a great relationship with one another is helpful when navigating through the small kitchen space and telling each other when they need a hand.  “We’re not just a team, we end up being a family,” Senn said. “We take care of each other and we work together really well.” Senn had more than 30 years of experience in the industry before teaching.  “I owned two restaurants in Richmond, Virginia, worked for The Greenbrier Resort for 13 years, and worked for Viking Range Corp for 9 years,” she said.  During her time with the Greenbrier, she worked with famous culinarians like Julia Child, Jean-Louis Palladin, Marcel Desaulniers, Rick Bayless, Louis Osteen, Nathalie Dupree, Rose Levy Berenbaum, Graham Kerr, Andre Soltner, Jasper White, Patrick O’Connell, Susan Feniger and Mary Sue Milliken. “While with Viking I had the opportunity to work with Food Network celebrities such as Sarah Moulton, Guy Fierri and Emeril Lagasse,” she said. “I have been so fortunate to work with many talented chefs and my goal is to pass that knowledge along to my students.” The Delaware Restaurant Foundation hosts the statewide competition featuring 17 culinary and management teams who were judged on teamwork, culinary expertise and restaurant industry management skills.  “Success is not just about winning competitions, it’s about the dedication, teamwork, and passion that drive us towards our goals,” said Meg Gardner, director of the foundation. “These teams showed those skills throughout the day.” Cape Henlopen High School’s team took home the silver followed by Paul M. Hodgson Vocational Technical High School’s team in the state competition.  In the management competition for the state title, Odessa High School’s team was awarded 1st place, followed by Laurel High School and Glasgow High School.  “This year we hosted student competitors and observers to network, showcase skills, and explore what this industry has to offer,” Gardner said.  Every team member pockets $7,000 in scholarship money as a prize.  They all were giddy about meeting people from across the country, picking their brains and enjoying the diversity of cultures expressed in all the meals prepared. Whether it’s a passion for art that translated to cooking, whipping up recipes as a child with family members or the opportunity to try new recipes and learn different cultures, every member of the Caesar Rodney team had a go-to story on what ignited their love for food.  “My passion for cooking started when I was young,” Powell said, “I was always cooking in the kitchen with my great grandma, and she taught me everything I know.”

  • Brandywine Village promotes itself with new welcome center

    Brandywine Village, a community just north of downtown Wilmington that traces its European roots back to about 1640, is boldly doing something about its future: running its own welcome center. “We hope through history that we will encourage economic development,” said Brandywine Village resident Peg Tigue, who’s orchestrating the effort. “There’s so much to be proud of here.” Welcome centers and visitor centers are mostly commonly run by governments and large nonprofits, such as chambers of commerce and convention and visitors bureaus. The Brandywine Village Welcome Center, at 1883 Superfine Lane, hosts an open house 4-6 p.m. May 23, featuring the Choir School of Wilmington, Gov. John Carney, Wilmington Mayor Mike Purzycki and a food truck. After the open house, the center will be staffed by volunteers 10 a.m. to 3 p.m. four days a week, Tigue said, either Wednesdays-Saturdays or Thursdays-Sundays. The center is run by Brandywine Partners, which four years ago  sprang out of Old Brandywine Village, which dates back to 1964. Both nonprofits promote the area to people and businesses. The center is also run by W3R-DE, a nonprofit that promotes the Washington-Rochambeau Revolutionary Route National Historic Trail, which basically passes by the center’s front door. Brandywine Village will get extra attention for the 200th anniversary of the Marquis de Lafayette’s Guest of the Nation tour. Lafayette, according to Britannica.com, “distinguished himself among a large colorful group of European soldiers of fortune and idealists 
 to fight for American independence.” He turned 20 on Sept. 6, 1777, the day he had a council of war with George Washington and other Colonial leaders at the Hale-Byrnes House near Newark. In 1824, he returned to America, and events will follow his daily itinerary, including stopping at Brandywine Village on Oct. 6. “Hundreds of events will trace Lafayette’s route on the exact dates he followed in 1824-25,” Newark Life wrote. “Delaware’s itinerary starts at noon on Sunday, Oct. 6 at the Robinson House near Claymont, moves down Route 13 to Brandywine Village (Lafayette slept here in 1777 at the home of Joseph Tatnall), heads west to the Delaware Historical Society and ends at Jessop’s Tavern in Old New Castle.” “This is a big deal,” Kim Burdick, who is in charge of Delaware’s leg, said of the plans for this fall. Brandywine Partners considers its marketing territory to be bound roughly by 14th, Washington and 24th streets and Clifford Brown Walk. That area has about 8,200 residents (more than 10% of Wilmington’s population), multiple businesses and many nonprofits, Tigue said, such as the Ministry of Caring and the Junior League of Wilmington. The center’s creation benefits greatly from $106,000 in the state Bond Bill, as arranged by Sen. Darius J. Brown. Tigue said that money paid for renovating and furnishing 1,200 square feet of space. Organizers have developed lesson plans for third- through sixth-graders for field trips. “We can teach them the lost history of African Americans,” Tigue said. Brandywine Village history A brochure describing a village walk starts in 1762 with the first millrace being dug to power flour mills (“superfine” is a grade of flour). Village factories also produced cotton textiles and cigars. The 1640 date comes from the application to be on the National Register of Historic Places, which happened in 1971. The brochure describes 15 sites that are “representative” of history in the village, which was annexed into Wilmington in 1869. The center is building a library about Delaware history. It has art, posters and artifacts, and it is expecting more artifacts to be donated from the excavation of Villa Maria, a new Ministry of Caring project on Market Street to house low- and moderate-income seniors. IN THE NEWS: A Middletown teen will be the first contestant with Down syndrome to compete in a major national pageant The welcome center’s renovations were done by the Challenge Program, a nonprofit that provides vocational training. Tigue knew Challenge Program executive director Andrew McKnight from her time leading the Kalmar Nyckel, Delaware’s tall ship. The Challenge Program was first a boatbuilding program, and both nonprofits operate out of Wilmington’s Seventh Street peninsula. The Bond Bill money also paid for 10 security cameras and monitoring of camera footage. The welcome center has received funding and material goods from WSFS, Bank of America, M&T Bank, Dollar General, ShopRite, the Wilmington Housing Authority, W3R-DE and the Jefferson Street Center. And it has received support from City Council members Latisha Bracy, Maria D. Cabrera, ShanĂ© N. Darby, Nathan Field, Zanthia Oliver and James Spadola. Tigue said that Brandywine Village murals have inspired Field to get murals for Trolley Square. Colourworks is renting the space to the center at a below-market rate, Tigue said, and the Delaware Horticultural Center landscaped Brandywine Mills Plaza, which on summer Tuesday evenings hosts music and a marketplace. Tigue, who’s lived in Brandywine Village for 27 years and has been a businesswoman and nonprofit leader for much longer, felt that loss of some longtime businesses on Market Street is “really tragic” but expressed pleasure that “there’s a lot of revitalization” in the area.

  • Legislative Hall expansion far from a done deal

    A committee assembled to draft plans for a potential expansion of Delaware’s state capitol building spent much of its Thursday meeting reiterating the tentative nature of its work.  The committee was established after the General Assembly unanimously voted in 2021 to study and recommend a plan to address Legislative Hall’s technological, security and space needs. The group appears to have nearly reached a conclusion about its recommendation back to the General Assembly and governor: a $122 million expansion that doubles the size of the existing building. But at the group’s second-to-last meeting Thursday, Sen. Bryan Townsend, D-Glasgow, expressed concern about submitting such an expensive and elaborate plan while other facilities in the state have more significant deficiencies. The proposal includes a four-level, 350-spot parking garage with a private floor and underground tunnel beneath Martin Luther King Jr. Boulevard so lawmakers and staff may “limit cross-contact with the general public.”  A massive new wing would double the size of the current building and include space for offices, a secure courtyard and larger House and Senate chambers. A reconfiguration of the existing building would allow for a new cafeteria, enhanced security checkpoint, gift shop, bathrooms, offices, storage space and more. RELATED: Delaware lawmakers eye major state capitol expansion The plan is far from finalized.  The committee will make a recommendation to the General Assembly, which will ultimately vote to move forward immediately, return to the drawing board, delay the plan or scrap it altogether.  Townsend said some media coverage of the committee’s work “wasn’t necessarily an accurate representation, I think, of where the group really sort of was, and it was sort of pre-judging things a bit.” The coverage did open Townsend’s eyes, though, to how the public might feel about expanding the state capitol when there are so many other areas of need throughout the state. “It also put me in a position to kind of understand how I likely would feel if, in fact, the group recommended certain things with the level of conviction that the media reporting sort of indicated we already have,” Townsend said.  He said that because the building is only utilized part of the year, he wouldn’t feel comfortable voting for such a costly proposal “until, for example, there is a modern and fully effective and equitable high school in the city of Wilmington.” “I, for one, would find it very difficult to support recommending this level of investment on a building that is used part of the year,” he said, “and perhaps to avoid certain kinds of discomforts for legislators or even the public when there are ample discomforts for other segments of the Delaware community that have yet to be addressed.” Rep. Tim Dukes, R-Laurel, responded that Delaware could focus on the need for a high school in Wilmington, for example, while also developing a plan for Legislative Hall that will “make things a whole lot safer and more convenient for our constituents.” “We’ve been part of a process for several months now 
 StudioJAED has come back with our recommendations and we’ve worked it in an extremely, extremely timely manner,” Dukes said. “Legislative Hall is the showcase of the state — it’s the center of the state.” Dukes added that while he agrees the current building’s rooms are “way undersized” and additional parking is “desperately needed,” he is concerned about construction costs in the wake of industry-wide inflation. That should be part of the General Assembly’s consideration after the recommendation is made, he said, but it’s not a reason to slow the work of the committee. Other committee members emphasized that additional, perhaps less costly, alternatives will be included in the committee’s final report. In an interview with Delaware LIVE News after the meeting, Townsend clarified that he’s not criticizing the committee’s work or saying the recommendation shouldn’t be made. He thinks the amount of money being discussed would be better spent addressing other key needs throughout the state. He gave the Wilmington high school as an example because that would mean students wouldn’t need to be bused out of the city to schools such as Glasgow, Christiana, Newark or A.I. du Pont high schools.  “If we have the resources to do both, that’s great,” he said. “But if we don’t have the resources to do both, I personally think that kids in the city of Wilmington deserve modern education facilities before we spend so much money to make legislators more comfortable.” While Townsend acknowledged that there are times when extra space comes at a premium in Legislative Hall, the building spends at least half the year nearly empty, he said. “There might be certain kinds of committee meetings where the space feels cramped, but there are other committee meetings where there feels like ample space,” he said. “In any event, the six months of the year when we’re not even in session, there’s no doubt that there’s empty space.” Ultimately, Townsend believes the recommendation should be sent to the General Assembly for consideration, but thinks there should be a better delineation between needs and wants. Needs might include increased access for people with disabilities, technological enhancements or rooms for nursing mothers, for example, while things like underground tunnels would fall under the “wants” category.  “I think we need to be modest with how we ultimately approach this,” Townsend said. The committee will have one final meeting on Sept. 22 at 9 a.m. to review the final recommendation and decide whether to submit it to the General Assembly.
