Vincent P. Fiscella appointed Director of Safe Environments for Diocese of Wilmington

WILMINGTON — On April 28,  The Diocese of Wilmington announced Vincent P. Fiscella as the new director of its Office of Safe Environments. 

Fiscella, a Hockessin resident and parishioner at St. Mary of the Assumption, succeeds Brian Moore, who stepped down to pursue another opportunity. He brings a long history of law enforcement experience to the role.

Fiscella’s career began in 1984 with the Wilmington Police Department. He later joined the Delaware State Police, serving in various roles, including trooper, detective, detective sergeant, supervisor, and shift commander. Most recently, Fiscella spent the past decade as deputy director of the Fraud Prevention Bureau at the Delaware Department of Insurance. He holds a bachelor’s and master’s degree in management from Johns Hopkins University.

“I am truly grateful for the opportunity to work for the Catholic Diocese of Wilmington,” Fiscella said in a statement. “I am looking forward to serving and protecting the youth of our diocese.”

The Office of Safe Environments works with Catholic schools, parishes, and families throughout Delaware and Maryland’s Eastern Shore to implement the U.S. Conference of Catholic Bishops’ Charter for the Protection of Children and Young People and diocesan policies. The office oversees thousands of background checks each year for adults involved in youth programs and ensures that safety practices are followed at Catholic institutions.
