WILMINGTON — On April 28,  The Diocese of Wilmington announced Vincent P. Fiscella as the new director of its Office of Safe Environments.  Fiscella, a Hockessin resident and parishioner at St. Mary of the Assumption, succeeds Brian Moore, who stepped down to pursue another opportunity.
