  • Layfield fired by Indian River board over student breast case
    Principal Bradley Layfield has been fired by the Indian River School District.

    Bradley Layfield, the principal of Sussex Central High School in the middle of a lawsuit over a meme using a student’s exposed breast, has been fired. He had been suspended after a fight in which the breast was exposed and then he, other staff, the school and Indian River School District were sued for allegedly circulating a meme photo of the exposed breast. Word of his firing was released Monday morning by Layfield’s lawyer in a statement saying the former principal received a written notice Saturday that he is being fired. Thomas Neuberger stated that Layfield is not charged with creating or circulating the meme in question.  “He is only charged with showing the surveillance video to staff who he felt had a need to know after a two alarm dangerous school fight with racial overtones,” his statement read. “And, we now know that the adult student exposure involved cannot even be seen without a frame by frame forensic analysis of the tape, not by merely running the tape.” The incident dates back to May, when multiple administrators were suspended after a fight broke out between students. The student involved, Aniya Harmon, 18, who has since graduated, claims district officials circulated a photo of her exposed breast to other staff with a picture of Janet Jackson superimposed on her face. Neuberger made the following assertions in his statement: The reasons given are false and defamatory. Bradley will fight this at a public termination hearing where he will call student, faculty and staff witnesses. The firing violates his contract right to progressive discipline since he has never even been suspended or docked pay in the past. The firing violates his federal constitutional rights to due process and the alleged reasons are vague, overbroad and undefined. The seven board “Yes” votes to fire him last Wednesday were irregular on a 10- member School Board which needed six votes, because two specific female board members should have recused themselves for reasons they fully know, and the five remaining votes are not enough to terminate with a 10- person board. This vendetta against a highly regarded and widely respected school principal is politically driven for reasons Neuberger says he will eventually reveal, and they violate his constitutional right to freedom of family association because they are directed at his brother, who stepped down as board president under unjustified political attacks. Last Wednesday, Indian River’s school board discussed how to proceed with Layfield in executive session.  They voted publicly to accept the recommendation made in private, but it isn’t until now that the board’s decision to fire Layfield has been revealed.  The lawsuit against Layfield and others is ongoing in the Superior Court of New Castle County.  Immediate attempts to reach the district for comment were unsuccessful Monday, although the district has repeatedly declined to comment, citing privacy rights of Layfield.  It was also unclear Monday if anyone else involved in the incident has been fired.   • Carney calls up National Guard to staff state home for disabled

      Gov. John Carney on Sunday issued an executive order asking members of the Delaware National Guard who are healthcare workers, to staff the Stockley Center in Georgetown. The center, which houses the disabled, is facing staff shortages due to a recent increase in COVID-19 community levels and industry-wide staffing shortages. The 50-bed Medicaid-certified Intermediate Care Facility serves people with intellectual and developmental disabilities. It provides both intermediate and skilled nursing care for individuals requiring a variety of complex supports and medical needs. The center is managed by the Delaware Department of Health and Social Services (DHSS). “The Delaware National Guard has stepped up time and time again to help our community,” Carney said in a press release. “COVID-19 has had a profound impact on our state, causing staffing issues in many industries, including health care. This facility cares for some of our most vulnerable Delawareans. I want to thank General Berry and the Delaware National Guard for their service.” The Order specifically authorizes members of the National Guard, who are certified nursing assistants, registered nurses or other health care providers, to support the Stockley Center. It took effect at 6 p.m. Sunday, May 22, and will remain in effect until terminated. The state this weekend also said that the number of COVID-19 cases in Delaware has risen enough in the last month that people should wear masks inside public places.

  • Two Christina board members to revisit charter moratorium request

    Christina School District Board member Naveed Baqir and Donald Patton want to readdress the vote to put a moratorium on new or expanding charter schools. Two Christina School Board members have asked the board to revisit its request for a moratorium on new charter schools in the state. Dr. Naveed Baqir, who voted against the moratorium, will speak out against it during Tuesday’s board meeting.  Board member Donald Patton, who also voted against the moratorium, plans to provide support for Baqir during his presentation.  Patton said he believes that the motion to pass it was rooted in the district’s fear of losing students to charter schools. He said 7,434 students have left Christina School District over the past year to attend school elsewhere.   Efforts were unsuccessful to reach other school members or the system’s public information officer. Four members voted Feb. 8 to pass the moratorium, which would also prohibit the expansion of existing charter schools. Baqir and Patton voted against it. One member was not present.  Baqir believes the board is sending the message that if they had their way, they would shut down other schools.  “It is important that we compete on the merit of our own accomplishments and achievements,” said Baqir. “We aren’t perfect. We have deficiencies and we can work on them.” Baqir called the vote “100% political theater.”  RELATED: Christina School District asks for moratorium on new, expanding charter schools For one thing, he said, Christina’s School Board’s vote means nothing unless a legislator adopts their statewide moratorium request and turns it into a bill that passes the Legislature and is signed by the governor. That has not happened in the month since their vote. “I just don’t think that the Board of Education is a platform to express dissatisfaction with charters,” he said, “or seeing charters as the only problem with the education system that we have in the state of Delaware.” He cited charter schools’ high level of academic achievement and the growing language inclusivity as points in their favor.  Baqir said the moratorium is the wrong focus for the Board when there are larger problems, including segregation and education equality.  Those who voted to temporarily prohibit the expansion and creation of charter schools pointed to the need for the school district to see how Gov. John Carney’s proposed Wilmington Learning collaborative and others, will develop. That program is asking three school districts, including Christina, that have a small number of city students to form a program that will oversee only the Wilmington students in their districts. Many city students have far different backgrounds and experiences than the rest of their suburban peers. When a district has to make program decisions, Carney has said, they must make them for the mainstream, which means programs and rules often skew suburban. The board members who voted for the moratorium also want districts to be able to better understand improvement proposals from the Redding Consortium for Equal Education. That group wants to help Delaware’s poor and disadvantaged students. Baqir doesn’t think that’s reason enough to stop charters. He supports the learning collaborative, but would like to see it also include the high school level rather than focusing only on kindergarten through eighth grade. “For the last 40 years, every single school district in the city of Wilmington had an opportunity to fix the problems and didn’t,” he said.  Patton’s distaste for the moratorium stems from his belief that the only people who have any right to tell a child where to go to school are his/her parents. “I am totally opposed to anything that impedes a parent’s decision to put their kids at a place where they believe their child has the best shot at success,” Patton said.  He said the board is putting up a “facade” and acting like “dictators” to conceal the district’s real concern: students exiting Christina School District to attend charters. “We are ruffling feathers of people who have already chosen where they want their kid to go,” said Patton. “We are saying to them that their choice is wrong and we are acting like we know what’s best for them and their children.” The Christina meeting will be livestreamed here.

  • Dover to celebrate Black History Month with cultural, educational events

    A group of local nonprofit organizations and businesses have kicked off a month-long series of in-person and virtual events highlighting Black history, culture, art, music, and theater.  The 2022 Dover Citywide Black History Celebration is the culmination of a partnership between the Biggs Museum of American Art, Delaware State News, Delaware State University, DonDel Productions, Dover Public Library, First State Heritage Park, Inner City Cultural League and Sankofa Cultural Arts Center. This year’s programs are sponsored in part by Chesapeake Utilities and Dover Federal Credit Union, with virtual events sponsored by Bayhealth. Separately, during the month of February, the Delaware Division of Historical and Cultural Affairs will also be sponsoring five special events in commemoration of African American History Month.
