WILMINGTON- The Wilmington City Council convened on February 6, 2025. 

Ordinance No. 25-002

Agreement for on-site engineering services at WITN-TV

On February 3, 2025, the Finance and Economic Development Committee met in person and via remote participation to review Ordinance No. 25-002. This ordinance authorizes and approves an agreement between the City of Wilmington and the Lerro Corporation for on-site engineering services at the WITN-TV station.

After careful consideration, the committee recommends that the City Council proceed with a vote on this ordinance.

Honoring Flowers by Yukie

Council Member James Spadola presented a resolution honoring Yukie Yamamoto for over 40 years of service at her flower shop, Flowers by Yukie. 

The Council recognized Yukie Yamamoto for over 40 years of dedicated service and congratulated her on her retirement.

“I’m privileged to present this resolution on behalf of all the members of council,” Spadola said. “It is a sense of city council to honor individuals and organizations who have demonstrated outstanding achievement and deserving of recognition and acknowledgment.” 

Born in Japan, Yukie at the age of seven, started studying Ikebana, the Japanese art of flower arrangement. At the age of 21, she married and emigrated to Delaware. In 1983 she opened her first store at the Galleria Shops on Pennsylvania Avenue. In 1988 she moved to her current location, at 916 North Union Street. 

Council members expressed their deep gratitude and appreciation for her lasting contributions to the community.

“She set a high standard by creating an iconic brand that showed her distinct style, her palette and her design sense in every arrangement.”

Recognizing Black History Month and the inclusion of Howard High School 

Zanthia Oliver 3rd District Council Member introduced a resolution recognizing Black History Month and the inclusion of Howard High School in the Brown v. Board of Education National Historical Park. 

City council to honor individuals and organizations and events deserving of recognition and acknowledgement. Council recognizes Black History Month with the announcement of the official inclusion of Howard High School.

The Brown versus Board of Education, National Historical Park Services, MPC, and Howard High School of Technology, formerly known as Howard High School, was the first high school for African Americans in the state of Delaware.

The three Delaware sites selected are already national historical landmarks that played a major role in the 1954 Brown versus Board of Education case that struck down the doctrine of separate but equal. This decision included Delaware and the MPs provided a more complete portrait of the United States Superior Court landmark decision outlawing segregation and public schools.

“ The National Historical Site services and peace as we are committed to the dedication and services of Wilmington communities and look forward to its continuing contribution to education, to educating Delawares for generations to come,” said Oliver. 

Christiana Care distributes $1.6 million

Michelle Harley 4th District Council Member thanked Christiana Care for distributing $1.6 million to 25 nonprofits.

Upcoming town hall meeting 

Thursday, February 27 from 6-8 pm, city council will have a town hall meeting, located at the Louis L. Redding City/County Building- 800 N. French Street. 

Discussion topics will relate to critical community updates, public safety reports, upcoming city initiatives, concerns from my constituents as well as ideas and also a shared vision for the future of the fourth district.
